Don't crash the KIPI interface when no places category is defined.

As diagnosed by Reimar Imhof, the geolocation plugin crashes if
Plugins::Interface::getTagTree returns an ItemModel for a non-existing
category.
This patch still tries to use the (localized) "Places" category, but
falls back to a save default when this category is not found.
