Allow the mod3 solver to split cards on the 4th row

Fixes bug 337950 where the solver wouldn't move cards on 4th row
if there is a legit move from 4th to an earlier row. But this can
lead to games look unwinnable when the move up has to be delayed
to free up other cards in 4th row.
