Fix grandfather solver (bug 403564)

The rules say you can redeal if there are no other moves possible,
but the game actually allows redeals at any time. Also allowing it
in the solver, makes a huge difference in the number of games possible
to win. Especially moving a king pile from one empty pile to another
blocked redeals - which players gentle ignore (and as such the written
rules make little sense).
