Determine object type once at the beginning of MapCSS evaluation

This step involves tag lookups and thus cost. As long as there is at least
one area and one line selector in each zoom level it's not more expensive
than doing this after a zoom-level check in the selectors as done before.
In practice however we tend to have many more applicable area and line
selectors though, resulting in a 10-15% speedup of style evaluation.
