BUG: 322381

Fix fees(taxes) being deducted twice from dividend amount during QIF import.
Also fix imported amount being negated.

The former appears to be a very long-standing problem.

The latter is a consequence of the fix for BUG 333522 5c54aafe.

Also, remove unwanted comments.
