Remove more superfluous configure checks for assuan

The assuan version required by the version of gpgme required by Kleopatra
passes all checks. Remove the checks and always assume a usable assuan.
In particular, HAVE_USABLE_ASSUAN and HAVE_KLEOPATRACLIENT_LIBRARY are
always 1.
