Replace FindAssuan2.cmake with a rewrite

The new FindLibAssuan.cmake was written from scratch based on the standard
layout of find modules for libraries that can be found with pkg-config on
most systems.

We require Libassuan 2.4.2 which is the same version required by the version
of gpgme we require.
