Remove GnuPG profile configuration

Since GnuPG 2.2.27 (released two years ago). GnuPG supports
global configuration files under /etc/gnupg or on
Windows under Program Data. This replaces the profiles
which were intended to give users a preset of settings
but other then for VS-NfD compliance their use never
really picked up.
