InlineViewHeader: Implement implicitWidth, add basic sizing tests

Tables could use this additional size hint to resize columns to default
width.

Kirigami.ActionToolBar, however, has a glitch: it would appear to be
stuck initially at "More" button only even if given whole requested
implicit width of space.
