Move KUriFilter classes to KIOGui

The QWidgets dependency was removed, consequently can move it to the GUI
layer. Moving it to core is also possible, but these classes are not
core functionality of KIO and thus it is not worth it.
Also, they are used with KIOGui together anyway.
