Remove KCMs that are being moved to kio-extras

The KCM code doesn't really belong in KIO, since it is not required for the frameworks functionality

Having this outside also avoids a circular dependency for now, because in a KCMUtils MR I want to use KIO::CommandLauncherJob, which will later be moved to KService
