Split widgets classes into separate library

The icon loading things are mostly widgets-independent, but there are some util widgets like KIconButton and KIconDialog

Split those out into a separate KIconWidgets library

Also split out pixmap sequence loading into the new library since that depends on KWidgetsAddons
