Reencode ICAO VDS certificates if they are not as compact as possible

We can do that as the signature doesn't look at the raw byte stream but
a canonical JSON form. Using non-compact JSON results in absurdly large
QR codes, or possibly even content that is too large for a QR code
entirely.
