Require akonadi-contacts >= 23.07.80

.. to reflect reality and fail early at cmake configure stage instead of
a build error later.
The version is actually required since commit [1], which ported from
KF5AkonadiContact to KPim5AkonadiContact and
Akonadi::ContactEditorDialog to ContactEditor::ContactEditorDialog.
