Skip reloading global registry settings instead of asserting

Loading settings asserts in GlobalShortcutsRegistry if done a second time. But
the KGlobalAccelD component might be created multiple times, so instead of
asserting it's better to allow calling loadSettings more than once but return
early on later tries.
