Raise minimum required KDE Frameworks version to 5.44.0

KNotifications 5.44 has an important fix for Wayland (see bug 389663),
and this will allow to remove some conditional code for earlier KF5
versions.

Also update minimum required Qt version to 5.7.0 as that's what KF 5.44
needs anyway.
