cmake: expand project-loading debug output

The expanded debug output facilitates debugging and fixing last modified
timestamp bugs.

Specify the project in messages either by name or by build directory,
whatever is available, because when a session that contains multiple
projects is opened, the projects' CMake file API debug messages are
interleaved.
