Introduce cmake.testing logging category for cmake/testing/*

Debug messages from files in plugins/cmake/testing/ are very frequent
compared to debug messages from other files of the cmake plugin. The new
logging category allows to set the logging rule
'kdevelop.plugins.cmake=true' without flooding KDevelop's output by
hundreds of cmake.testing debug messages, which are not interesting
while working on other aspects of the cmake plugin.
