Deduplicate consistsOfWhitespace()

Optimize ILanguageSupport::suggestedReparseDelayForChange() along the
way by not checking the `joinedWord` condition if the change contains
non-whitespace characters.

Simply remove unused CodeCompletionContext::containsOnlySpaces().
