Revert naming for host tooling to KF5

For the moment we have to support using the tooling for both KF5 and KF6, so temporarily revert to the old naming until the infrastructure side of this is figured out

Also temporarily relax the version check for the tooling to allow building KF5 and KF6 against the same host tools
