Generate kRegisterStaticPluginFunction calls directly in CMake

This way, we do not have a combination of generating the macros via
CMake and the macros generating C++ code.
Also, all of the plugin registration/importing code is an
implementation detail and we only have to keep BIC for kRegisterStaticPluginFunction.
