KUrlMimeData: change DecodeOptions to QFlags

This makes it easier to add more options and combine them
in future.

It breaks KIO build because it's using KUrlMimeData::DecodeOptions::PreferLocalUrls,
which should be changed to KUrlMimeData::PreferLocalUrls.
