Enforce KParts taking metadata, allow empty args

This way we can ensure that a KPart has set up the metadata
when it was instantiatet.
Having this in a public setter is not ideal, because it is easier to
forget taking it in as an argument.

The args are nowhere used in the KParts framework and
discarded on the consumer site
