Expose KAuthorized as org.kde.config QML module

This makes the KDeclarative plugin obsolete.
Because here the KAuthorized QObject class is used, we do not need and
kind of proxy.

While at it, the URI got renamed from org.kde.kconfig to org.kde.config.
This was discussed at the KF6 weekly, because otherwise the "k" part is
duplicated.
