Rename kateexternaltoolsplugin to externaltoolsplugin

The prefix 'kate' is wrong anyways, since nowadays, it's a
KTextEditor plugin. In addition, the library is installed
into a subfolder 'ktexteditor', so the prefix is also not
required in the name anymore.
