Clean the Qt and KF5 requirements

- no need to depend on an unreleased Frameworks version, lower
  to 5.35;
- require that Frameworks version also for other Frameworks, not
  just for ECM;
- sync the required version of Qt so that it matches the minimum
  version required for Frameworks 5.35.
