ZoomComboBox: improve autocomplete 

This MR improves autocomplete for values entered by the user that are less than the minimum zoom value. For example, the minimum zoom value is 50:
- user enters 7, autocomplete suggests 70%
- user enters 3, autocomplete suggests 300%
