KDEGitCommitHooks: Add commit hook for JSON files

This way one will notice issues before having committed these files.
The schema files are dynamically picked up during configuring, meaning
projects can provide their own schema.
This mechanism required an identifier to know when the validation should
be triggered. For the KPluginMetaData schema that is the "KPlugin"
object.
