sentry: fix testingmode detection and add debug information

as long as DRKONQI_KDE_BUGZILLA_URL isn't the bugstest instance (which
is what isTestingBugzilla checks) we don't really care about it.
previously we incorrectly skipped out on submissions when the env var
was missing.
