cmake: make systemd required on linux 

if someone really wants to they can opt out using
CMAKE_DISABLE_FIND_PACKAGE_

this is in preparation of moving closer towards coredumpd

    I understand this change, but it makes me sad as an Alpine Linux/postmarketOS dev 😢 I wouldn't mind systemd personally but there are technical reasons on our distribution that makes it impossible.

    -DCMAKE_DISABLE_FIND_PACKAGE_Systemd works for now but hopefully the requirement won't be made actually required in the future.

    We do have to support freebsd anyway, so I don't see that happening in the foreseeable future
