PackageKitNotifier: Prevent calling getUpdates if distro upgrade is triggered 

Calling getUpdates cancels a triggered distro upgrade

We check the same condition in `recheckSystemUpdateNeeded` but only call
`recheckSystemUpdate` up to 200ms later, in which time an upgrade may have
been triggered
