Synchronize Krita image size with bigest layer on G'Mic output

Export KisImageResizeCommand in kritaimage so that it can
be used in KisGmicApplicator.

Fixes filters that scales the image, e.g.:
Scale [diffusion], many filters in Array&Tiles or Montage
