Rename pkgconfig file for consistency with other frameworks

This is the only framework I know of which uses the libKF6<name>
instead of just KF6<name>. Use the jump to Qt6 and KF6 to fix that
and bring it in line with the others.
Also use ecm_generate_pkgconfig_file instead of configure_file.
