Use KIO::DndPopupMenuPlugin instead of KonqDndPopupMenuPlugin

KonqDndPopupMenuPlugin has been moved to KIO. This reimplements the
"Extract here" menu option when dragging an Ark-supported archive in
Dolphin. The extracthere plugin no longer installs a desktop file,
but uses json metadata.
