Fix ServerManager shutdown state logic.

We got stuck in "Broken" indefinitely if during shutdown the control
process disappeared before the server, which is not a problem as long
as it's a transient state. Now we still report this as Broken, but
correctly transition to NotRunning when the server disappears as well.
