Refactored SpecialCollections/SpecialCollectionsRequestJob to 

be type agnostic.

Introduced SpecialMailCollections/SpecialMailCollectionsRequestJob
as email specific special collections classes.

Note: the unit tests are disabled for now, they are too ugly to port
