Reintroduce change notifications debugging

We now use the Notification system to introspect itself since we can
now send notificatations about notifications to subscribers who are
interested (like Akonadi Console). Since the debug notifications
have an overhead (although a small one), we only generate them if
there's at least one subscriber listenening to them.
