Recover local collections that lost their HRID somehow.

This uses the collection name as a fallback (which the Akonadi server
enforces to be unique). Not doing that causes CollectionSync to attempt
creation of a copy with the same name, which will fail, aborting the entire
sync transaction.

A similar approach should work for the non-HRID case as well.
